As the subject says, regular players/player with +50k(for example) should be able to vote to kick a player. evaders know admins so they don't show up when they are online. it's unplayable when theres a cheater flying around and killing you and theres no staff online.
/votekick may require +3 votes to be accepted (depending on online playercount). players who misuse the command will get infractions/banned.
access to the command could be limited and only +managers can grant permissions to players.
this suggestion was already there but i dont see the reason for the rejection so i remade it.

+1 You don't have to rely on tagging staff members again and again on discord the voting system should be something like if 50% of the online players vote yes then cheater gets kicked. If this gets abused you can report the people who get you falsely kicked
Just make me a mod and the problem is solved, or make Discord api where admins can remotely ban, but either way Yes I agree +1

Probably remote punishments work but I guess they need some kind of visual proof or a staff that witnesses this shit.

but there is an anticheat which automatically kicks cheater . With this command player can kick hacker or cheater manually but they will join again so this command is not very helpful

For that, Roles should be added. You cannot give everyone permissions to use that command.
I'd say +1 if an in-game role would be added like "Trusted Role"
And if abusable, punishments should be issued.
Evidence should be provided to staff team aswell.

+1 a trusted player role who can initiate a votekick for other regular players to kick the cheater is a must.
also no cooldowns either this should be as spammable as possible with proof of the cheater flying, tping and causing harm to players
