I'm confused by the scrambled English, but I'm all for it if your suggestion is in the title. Would be nice if someone tried to /rpv, but the owner would get a message similar to this one: "Mechanic cannot currently return your car to the garage." +1

sure, therr are some things that need to be balanced from this but overall there is no point even trying to rob someones personal veh at the moment

The thing is people started trolling and modifying your vehicle upon stealing it. They can abuse this to do that.

So, i stole a car NPC's car and I parked and went into the store and tried to robbed it and when i come out of my store my car disappeared but a pd showed up to the scene and he had his personal vehicle bullet and it was unlocked so i got into the car i took revese and he recalled his car suddenly so i was ejected, I THINK in a sever where rdm is not allowed and other several rules are there this should be looked up, it sucks for new players like me and another suggestion is that when i take npc's veh it despawns quickly we dont want that to happen and include more npc vehicle, hope u guys think about it.

I don't know how I feel about this one really. On one hand, the game is GTA, and you should be able to steal someone's vehicle. On the other hand, someone being unable to rpv their vehicles (imagine if both primary and secondary active PVs were occupied) is very disruptive to gameplay.
My concern is not with the thief selling/modifying the vehicle, as this should be prevented anyway and therefore is a non-issue.
The way I see it, these are the options:
- The current method where the vehicle owner can recall it at any time.
- The owner cannot recall the vehicle while it is occupied: This is shitty for the vehicle owner. They'd have to chase the person down (in some other vehicle...) to get it back.
- The owner can recall it after it's been occupied for 30 seconds: a bit of a compromise?
- The owner can only recall an occupied PV if both primary and secondary ones are occupied (as if they aren't, they at least have the ability to call some other vehicle..).

Maybe after 30 secs if you recall it the vehícle will stop and they must hotwire to keep ussing it, is not realistic but can balance things a little bit.
The vehícle will continue stopping randomly (or every a specific ammount of time) and you must keep hotwiring it to continue ussing it.

This suggestion will be a whole lot different when someone takes your /pv also there are risks of the theif scrapping or exporting your car
