If you want it this way, then it's a suggestion that Mike won't approve. You already have infinite cop cars.

BUS already has passenger seats; script wise this is not possible.
The same goes for the colours, as it already has predefined colour settings.
Two neons would need to be attached to the bus for it to look normal, as 1 neon is too short.
Car spoilers don't fit well with buses, and they would look dumb or be hard to see since the spoilers are literally on the roof.
