Limit use tazer

With already a suggestion that wants to disables the swat helmet protection, now you want to limit its use? most cops like me, doesnt have a good aim with the tazer, now how are we gonna also taze non threat criminals? so we have to wait every 5 to 10 seconds just to use it again? theres already a suggestion that wants to disable the swat helmet protection. +strict rules,+restriced use of the seasparrow and rustler. i dont think we should keep suggesting to nerf the cops to the ground. at the point they're basically just pellet guns.

Removing 2 stars for tampering evidence makes more sense than nerfing tazer
