Ability to cuff any paused player as a cop

There are a lot of scammers who try to avoid being cuffed/killed by cops lately by just tabbing ESC and keeping it for some mins
Meanwhile there are people who really needs to go out of the game for some stuff,
so, im suggesting to make cuffing paused players insured as a cop

you're allowed to kill criminals who are AFK and i think you can cuff players who are afk

There is no reason why this shouldn't be possible. This should be a bug report. I have not made in this way (I think?!).
