Right now, civilians somehow have legal access to the LSPD & LVPD rooftops, as well as to the Bayside Marina helipad reserved for the sheriff dept., where emergency helicopters are stationed. Logically, these areas should be made restricted just like PD garages and the SFPD helipad. Entering them should trigger a trespassing charge and WL 1.
