If civilians had more ways to earn money than robbing some poor stores and bank cheaply, such as growing drugs and robbing casinos, then the cops with current status would be quite balanced.

You don't need that much weapons to rob bank. 50 sawns and 400 tec9 is more than enough, everything above it is luxury.

If you encounter 10 cops at the same time alone, it's more wise to flee than fight.

You all need lots of ammo to do pointless crew wars and cop huntings at which you don't have any income. You pay for your entertainment.
I remember when I played civilian (when I was under 50 level) I easily made 200.000$+ a week by robbing bank and completing securicar mission.

So we are talking about scenario where you are alone on the ground, vehicle destroyed, encountered by 10 cops? Then I don't see how ammo will help to survive unless it's ammo for your minigun.

Yes, Cops already got already too many benefits over criminals and to be honest this is only a small step to make it more balanced. +1

From an economical standpoint this is quite an healthy change since the whole system could use a revamp. So I suppose this is a great start, +1. From balancing standpoint I doubt this'll do that much as I believe the cop-to-warrant balance ratio should be looked into elsewhere.
