I recently robbed the bank, there was no satchel there as how you show in this picture, I don't think it is a bug to be.

I never noticed a satchel in the vault during the tutorial.

Maybe is just a visual bug happening during the "cutscene" of the tutorial.

After the tutorial, did you actually saw a satchel in the vault?

no because i keep getting stuck at the keycard when the cops are upstairs, i asked others they said no

As i stated above, the bank got robbed multiple of times and there was no satchel for the players on the ground as how you showed in the screen.

Moved to invalid bugs.
