since the sniper gang join the MCNR community, It's hard for a player to roam freely in the city they just came outta nowhere and blast the plane. The Airplane should be allowed to higher-level players like 60+ or 70+ level, so we can't become the victim next time. Planes should be restricted to the newly joined players until they reach a higher level.

Level 60 and above is too high, I would suggest that only players with minimum 5 hours of playtime should be able to fly airplanes / helicopters.
They can airbreak and teleport around anyways, not much of a restriction. I'll go neutral however
