Why is the story character unlockable for regular players?

T-Bone Mendez is for casual gamers, not just donators? Why are there no other secondary characters to add? greetings

Sorry i didn't read as well, anyway maybe the unlockable for donators are only rider, sweet, big smoke... i didn't check this things much, i only use skin 32 xD
