Display *NON THREAT* on top of a Criminal's head

Display the message "Non Threat on top of a criminal's head" to prevent cops from shooting the criminal.

How would this work :
   Like the 'Most wanted/Bounty' message '*Non Threat*' would be displayed on top of the player's head.
   If the criminal had Most wanted or/and bounty on top of his head, the messages would stack up on top of each other.

Non threat : someone that hasn't killed / shot or pointed their gun at anyone for 5 minutes.

This would initially save a lot of time for cops when encountered by a criminal. and would save a lot of time for admins, since reports would logically lessen.

well, the warning spam message alert already exists when the suspect is non-threat, but it doesn't count when he has drawn a weapon without shooting

but, even if Mike would accept this, it would be amazing and life-saving. +1
