Cannot use fishing rod on boats

Details: Cannot use fishing rod in a boat. Server detects that we are in water although we are in a boat and so it does not allow to use fishing rod.

Procedure to replicate: Find a boat and use /rod, it will show cannot equip item while in water

Issue	Unable to equip fishing rod when in a boat on water.
Description	Unable to equip an item while on a boat due to the script thinking we are under water. I did manage to make it work by being under an Aircraft carrier. To replicate it, just get on a boat in water and try to equip an item.
