Clarify some rules

I've heard many times certain rules that are not found in the official rules; I think they should be written down, both in the website and in-game, and they should be clarified where needed.
Some of the rules (or statements made by moderators/admins/testers) I've heard or seen in action are:

1. Cops cannot patrol or camp near the bank
I've heard this many times, including admins threatening to issue infractions to cops who didn't go away from the bank, however I have doubts surrounding this issue: How are cops supposed to know whether criminals are inside the bank? Do they have to open the player list (tab), see which are felons, and then start to /loc each one of them? Sometimes people start fights inside the bank, are we not supposed to react and arrest those who are shooting before they kill someone?  Also, do medics and firefighters count as cops in this case?

2. Cops cannot block a road with roadblocks
Sometimes I've blocked roads with stop signals and spikes to intercept bank robberies, and make them more challenging for robbers. Of course, I've always announced in the cop radio (#) that I placed the roadblock, many times, and I've made it possible to pass through the roadblock if you go at slow speed, and placed STOP sign hundreds of feet before the actual roadblock on both ends. However some admins seemed not to like it, and in one instance they removed it.

3. Cops are allowed to kill a criminal that is swimming, even if they are unarmed
I've seen many times cops killing swimming criminals because they think it's not possible to arrest them in the water; however it is and I've done it many times. One way to reach them is by lowering the frame rate to swim faster.

4. It's allowed to bomb random people using a Shamal, because in the crimes it won't say "assault"
5. If there are too many cops, you should go off-duty

True, But about the roadblocks I think if we don't use them in streets so there are useless and we just can call them something that we can place, so when we chase the criminals we can't pass them for place roadblocks, it's not real world to we check where the criminal is going and place the roadblock on their way, and another thing is we should open the menu/find what should we place, they take a while...
We can place a stop sign near them or tell the players that the location is blocked.
Okay.

1) So the cops are not strictly enforced to be abandoning the bank, but in fact, you do see that the majority of them are staying there for more than 5 minutes, correct?
We are not enforcing them to immediately leave everytime they reach the bank, they are always having a free choice to check on the bank whether the criminals are in or not. However, to clarify regarding this rule; it's not very strict when it comes to them checking on / or, having to inspect ticketable suspects.

2) We are noticing that the cops usually block the way for innocent civillians/and or cops when it comes to them forgetting to remove the roadblocks, I agree that they have a free will to place them anytime as a strategy of having to block the way for bank robbers, this is something what's acceptable. But, having to keep them longer than 5 minutes, and see the others experience the karma from it? Nah.

3) I've chased multiple suspects, and you can't taze them when it comes to swimming together, you have to go all the way back to boat, and take it just to taze a suspect, whatever... it's a pure hemorrhage, which is why they find it to be easier for cops to just takedown a suspect while he's swimming.

4) Doing kamikaze has never been allowed, the player you saw doing it was taken severe action for it, so, no.
1. If cops don't know that there are criminals in the bank, why are they there? The rule is not 'cops cannot go near the bank' the rule is they can't stay there indefinitely waiting for a robbery. The rule does not state cops cannot patrol the bank. No clarification needed.

2. It's at each admin's discretion if the roadblock is there for a legitimate purpose. Feel free to create a staff complaint and then staff can be 'trained'.

3. I agree that shooting an unarmed suspect that's swimming sucks, but I've allowed that exception because otherwise you have an endless chase on your hands. The swimmer could just go AFK in the water then what is the cop meant to do? You can't cuff/arrest people in the water.

4. It's a technical limitation of SA-MP, but I don't think it should be against the rules tbh. Nothing I can do. Doesn't exactly happen often. If it's random DM, report them for that.

5. Is this a suggestion for a rule or what? I do have some ideas for team balancing, such as cash rewards for joining the other side, and a time limit on duty changing.

This topic should really be in general discussion as there's no suggestions for the script here tbh.
