1. Make cops cant shoot on-foot non threat since cops shoot non threat to damage them then cuff = makes the non threat guy never think about going non threat and thats kinda dumb asf
2. make holding heavy guns like m4/sniper/deagle/sawn/shotgun/combat etc etc and strong weapons make u go non threat for just aiming with it u dont have to shoot.
3. less the breakout time.
4. make cops who kill non threat automatically get weapon rested / better punishment no need for a staff to take the action.
