Public service providers shouldn't be able to buy Decoy supply drops

Just as stated in the title Public Service providers such as medics and cops have no use of buying a decoy drop this will also limit the amount of trolling people can do with decoy drops and etc.

I'm sure old players would not come back just from this one feature but rather multiple great features in the upcoming patches

Nah, decoys are useful for cops if used with a good brain, -1.

-1 cops can set traps for criminals just dont step on them simple
