Give cops more authority

Let cops use melee weapons (No sharp blades such as katana/chainsaw), and pepper spray against non threat suspects, while they may be non threat pepper spray is basically useless due to it's short range, compared to fire extinguisher and there's nothing wrong with downing a fleeing suspect with a baton

Cops can pepper spray non threats
