There should be animals roaming around the forests/deserts and fishes underwater that can be shot with a hunting rifle/harpoon tool that cannot hurt people but can kill the animals where these tools are designed for (rifle for animals and harpoon for fishes)

There are mods that add animals actually. maybe just make static animals that dissapear if approached too fast

No technical option to do that on 0.3.7. Would be glad for the server to switch to open.mp myself, but right now, this suggestion is just impossible to implement.
