Remove Ranger From EMS; Add FD Rancher

So, the Ranger has outlived its usefulness as an EMS vehicle, it's high time we removed it from Medic and FD /jv loadouts. It has that police livery on it which is ugly.

I also have a proof of concept for a custom FD Rancher which will replace the FD Ranger in the loadout:

The tech details of which fonts and how the FD logo texture should be applied done I have already sent to Mike on DC.

Hospitals already have the Medic Rancher, yeah. To clarify, I'm proposing that we delete Ranger from both for good, and add the custom "FBI" Rancher to the FD loadout.
