My suggestion is:
Increase top speed cars(maxium 10 mph / 20km/h) buying new motor for car(excluding infernus, bullet, forklift, etc) with a high price(2m/2.5m) and only for donating players.
OR
Increase 10mph/ 20km/h top speed cars when we use the nitro.
im not completely against this idea cause cars in mcnr are slow as fuck, however i do think this could be implemented in a better way

Hacks and samp are different. Samp can't have custom weapons for example an M60 from vice City. Hacks can REPLACE a weapon but can't add

I remember play samp server years ago, all the vehicles were fast and infinite nitro, obviously was a other samp version

The speeds that other servers do are not stable speed. At least this is what I've seen. And no, I don't join some other language servers.
They increase acceleration not the actual speed of cars. Handling.cfg can't be changed by server owners but they can make this acceleration system which is not stable at all and looks like cars having wings.

It doesn't. You will feel the speed is lower in some areas where Rockstar has implemented a speed limitation. You can search about this issue on YouTube.
