New Command /timer to start a countdown timer

Command                          What will they do
/timer                              Shows a timer to nearby players on the middle screen.
/timer [ID / NAME]        Shows a timer to a specific player.



Benefit:
Some players ask others in chat to start counting. This command will prevent the chat from a "3-2-1-Go" flood.

And abusing this would get their command removed?

Can you specifically tell how can someone abuse it? I don't have any idea about abusing this. Players will have to agree for a fight first by chatting, common sense? Starting a timer and starting to kill will be counted as an RDM, for sure.
