Make radar jammer reusable with 10 a minutes cooldown

The jammer mechanic is very interesting and fun however, I feel that players don't use it because you can only carry one, and every time you use it, you have to buy another one. One way to solve this would be by making it reusable and adding a 10 minute cooldown per use. Police can still take it from your inventory.

There would be no point in visiting Zero's shop for this particular thing anymore once you have it... Maybe add a "5 min" cooldown but you should be able to carry 2-3 radar jammers.
