Add Rustler for civilians as well

I suggested this before but I cannot find the topic so there goes again:

Add Rustlers for civilians as well. Rustler is not overpowered (like the sea sparrow), it's too 'heavy' and it's hard to take off with it so it can be easily taken down too.

It's just frustrating when someone is getting away in a plane and there's no way to catch him as a civilian.

+1 on this one because I had 1 guy (civilian that I killed before) with a helicopter going up like 25,000 Ft in the air plus going 1.5km off coast of San Andreas, when I wanted to kill them because my head was $50,000 by them. I wanted to end it so I could game in peace, if this was implemented back then I could've tried to gun down his helicopter before achieving such ridiculous altitudes.

It's the same thing as driving a dodo and having a passenger shooting out from the drive by window so it would make sense to allow dog fights.

Criminals are over powered already.

Cops still need access to Tanks/Jets, so wait till cops get access to these 2 features and then we might allow rustlers for civilians too.

oh hell no dude,criminals are almost all time dominating and camping pd entrance,and now u wanna give them rustler

Rustlers Will be Just a way for Robbers to escape wanted level, ive used rustlers a lot and they dont do a lot of damage to player on foot, but if you known how to use It you can disable player vehicles in minutes if they are in highway.
In my opinion rustler Is balanced enough, why not give Civilians a chance to use It?

Nope. Civilians are way overpowered. I hope Mike just add some tanks/jets and 10x salaries to cops class to make a balance.

We can deal with rustler for civilians once cops get Tanks/Jets/10x salaries.

You cannot camp at the PD entrance with a rustler. Also, cops can use Rustlers too to defend themselves.

You forgot the cop helicopters and cop cars able to shoot with m4 too
Remove fix car and tyres for most wanted players for balance
Civilians can not buy armor and only play with glock for balance
Civilians only drive perennials, sadlers, moonbeans, cardonas
