Being able to chat in the cop radio as a criminal

The feature where you can see the cop radio if you are inside a law enforcement vehicle is cool but how about that you should also be able to use '#' while inside the vehicle as well even though you are a criminal?

EDIT: Also put somehow of a restriction in order not to spam the cop radio too much or it might get abused.

Bro is suggesting to use "#" as criminal inside cop vehicle which you can find in 1 second. It means spamming radio as criminal xD.

I'd say do this, but limit the number of messages to 1, and the radio access should be shut down if that message is sent by the criminal. Realistically the cops would change the wavelength once it became clear they were being intercepted.
