For now Mostwanted is the max wanted level a player can reach when getting six stars (not me).
I think could be interesting adding another wanted level after mostwanted for example Blacklisted (or another name u want give)

Just to mark and give more "attention" to those player who are literally a Public Enemy, for example you can get Blacklisted wanted level only after killing a certain amount of civilians/cops(players murders, npc murder will not count), and OF COURSE the kills have to be LEGIT, rdm or cophunt will result in a infraction.

All players can kill Blacklisted suspects for the old "Vigilante" bonus which was removed for reducing the DMing on MCNR.

Now you may think "bringing back vigilante will turn the server in a DM server", the answer is no, simply because getting the Blacklisted wl will be more difficult than the Mostwanted and not everysingle player can kill for example 10 players in a single life.

Update features:
- Make that when a player gets Blacklisted, they CANT evade or bribe, Blacklisted players have to die in a way or another.
- Add a textdraw up the player name that show "BLACKLISTED".
- Blacklisted players cannot use the Hospital services, but a medic can heal if he's willing to.
- Killing a Blacklisted suspect while playing as innocent civilian give +10 Score and 5.000$ and Mostwanted wanted level.
- Killing a Blacklisted suspect while playing as Cop gives +15 score and 10.000$.
- When KILLED, a Blacklisted Suspect will be sent only to Dwayne Island, and will stay on jail for 4 or 5 minutes sentence and have to pay 5.000$ maximum bail or 2.500$ minimum bail. (also, since its a Island and cant summon own vehicles, add a checkpoint where players can choose in which city get back, like the airport fast travel basically)
- Being a Blacklisted suspect will not give you any bonus, but only Notoriety and more attention by Cops.
- Change the colour of stars icon from RED to BLACK when getting Blacklisted.

Why?
- Dwayne Island get a proper use finally.
- Players will think twice before spawnkilling cops or bully newbies.
- Brings back the vigilante bonus only for this type of Suspects.
- We are in a Cops and Robbers Server, so i think this suggestion fit perfectly, also in real Life those very dangerous criminal gets Blacklisted globally.
