I propose allowing a command that allows police to make any civillian a suspect, who is interfering/obstructing an active situation with a suspect, and refuses to leave. For example:
Civillian is in vicinity of police & suspect for longer than 10s. Can be told to stop interfering/obstructing using /gtfo [civillian ID] [suspect ID]. If continues to linger around the same suspect, will automatically match the suspects WL for obstruction/aiding.
This prevents the following situations:

I appreciate the fact that you want fake revenges, cop hunting and etcetera to stop, but this system will add confusion. I think the rules can be updated regarding this issue, and players can report rule-breakers. Simple.
That is punishable so no need for that
We have to be careful here as this could be rife for abuse. But I do agree cops should be able to order a person to leave the area, and failure to do so would give them a wanted level. But this sounds so abusable. I don't know how we could combat this except either really limiting it, requiring multiple cops to instruct a person to leave the area, or making it so that it's only high level cops, or making it so people can get this ability taken away from them if they repeatedly abuse it.
To be honest, there are corrupt/dickhead cops irl, so why not in-game? I really like the idea of the command being /gtfo lol, although I think that should be the alias, maybe /disperse or /vacate idk. The target should be given 1 minute to leave the area, perhaps almost the size of the radar in terms of how far they have to go, with a red flashing zone on the radar to highlight that they must leave.
Do you know what is the real abuse? Players use the driver advantage to take revenge. In fact, when a direct shot is fired, all those in the car should be considered guilty.

That's a good idea, makes it clear to players.

Very true. Happens far too much, can't cause dmg to driver for a long time.

I can already see tons of report for the abuses of that command...
And for what?
Also the driver get a wanted level equal to the passengers withing 10 seconds, make It 5 seconds if you have to.
But making cops able to give wanted level its literally nosense.
You cant Imagine how many cops are rulebreakers even cops at level 10, these cops cant follow basic /coprules and you expect them to not abuse this thing u suggesting?
You cant stop an abuse, with another abuse.
