The army should have these features/rules:
- Custom Scripted Missions like stopping criminals (NPCs) from stealing stuff near Ocean Docks (think about single player's mission Robbing Uncle Sam), stopping CJ from stealing Hydra from the military ship, stopping CJ from getting the jetpack in area 69, and other missions - which can be thought about later.
- The army should proceed to kill only if a player has 3+ kills. The army should be notified automatically that a mass murderer is alive and needs to be taken down ASAP. Like "Wanted Dead or Alive"
- The army should shoot a rocket as a warning shot before killing the mass murderer if there are a bunch of people nearby. The army should be authorized to kill any suspect (1+ stars) near the mass murderer.
- This should cease teaming up criminals with mass murderers and also decrease the killing rate.
