It makes it impossible to rob the bank if you rob with random people, because they just go to the hideout, get their money, kill you, get double the money. There's basically no way to protect against it if they bring two people to drive-by you, and so they'll basically just kill you immediately, giving you no chance to fight back.
I understand taking a money bag inside the bank, but if you already got one you shouldn't be able to just kill someone, move two feet, then get the entire money bag. Also, if someone attacks you first, and surprises you, you're completely fucked since they can get in a lot of m4 shots and sawn off blasts before you even get out of your vehicle and select your weapon.

It is not allowed to kill people without checking if any moneybag is left inside the vault. If they kill you without even checking it (while the vault has at least one) then you can report them.
If they kill you after checking (no mbs are left to be robbed), they are allowed to kill you.

That's what I thought, and I reported another player for killing me at the hideout (even though he had already redeemed his moneybag), but the admin dismissed it as invalid.

they can do it because we can pick up another mb if we just redeem one. It's also a kind of robbery by killing the player

It puts whoever that isn't robbing at a complete and total disadvantage because you can never aim at them or protect yourself until they start shooting at you.

Yeah, we should be allowed to attack them IF WE FEEL THAT THEY ARE ON US (we must see their actions for at least 15 seconds before we attack). Change the title xd
