Add 2000HP to Military vehicles (barracks, patriot) since after all they are armored vehicles, maybe tire protection as well.

Come on, why not? They are far from PD, not frequently used, they are slower than regular PD cars, cops won't get any advantage from it, it's just logical.
may as well remove criminals completely from the server in the next update
Come on, really, that's not a game changer. In fact, it won't affect you anyhow, patriot is just too slow. Most cops would rather take rustler or sparrow if they happen to visit military base.
And also add tanks since cops are quite weak.
