Didnt test this in details but scenario that always works is: I civilian sitting in my owned car (in my experience Hustler and Banshee), other civilian grabs me out of car and steals driver seat, car alarm will go off, I will retake driver seat back and now car will give me wanted level like regular stolen cars till i reset it from garage.
