Race command for making races.

I've already suggested this  a long time ago, so goodluck trying to get something like this implemented

+4 good idea. Everyone loves a good race, and tbh organizing them as staff is kind of a lot of work.

Tag/eliminator type races also, where one car challenges another and they simply have to catch up, it does not require the checkpoint script.
