this would be a limit on how often u can spawn them. Also they can only be spawned at the PD and no where else. This feature would be available for higher ranking cops only so no chaos.

we can spawn helis at pd when there is none available

On my own point of view i'm not fond of this, if there are indeed helicopters on LV,LS,SF police departments then why should we be able to spawn one? as nothing changes -1

I agree that abandoned helis (and other vehicles) are an issue but I'm not sure this is the way to solve that. If you're the one doing the abandoning, I suggest you destroy them with a single sniper shot to the rotor.
