First of all, taze+kill as a cop might feel bad on the recieving end but have any of you tried it ? If you fail to taze you're dead, its very risky doing it. Also there's an easy counter to it, just don't get in the very short range of it.
About the suggestion, I could see it work if tazer was overpriced/limited to get. For instance, only weapon dealers(upcomming feature) can get it by robbing PD locker and reselling it for big money.

enough that you have throwable weapons which gives you a probability chance of surviving for about 20% more when fighting a horde of cops/suspects.
