/heal seems to be going in-between the virtual worlds.

I also faced this but as a cop, when I was Dillimore PD, I pressed N and saw I told someone to freeze.
I encountered this too. I was in Ammunation (Willowfield) and cop in Ammunation (Downtown) asked me to freeze :-/
