filter complaints and appeals on forum

+1, I know several players who stopped using the forums because complaints and appeals clutter the unread topics section. Implementing this change might motivate them to return.

+1 There's no reason using forums if I'm supossed to read sweats of someone "OMG HE KILL NON THREAT"
