+1 but only for 5, 6 star and increase jail time to 5 min since those are mostly cop killers.

They should be permanently locked up in Dwayne Island. Only way to get out should be by appealing the sentence on forums or by forming a new account. +1

This is a brilliant suggestion. I quit playing because I couldn't send criminals to Dwayne Island. Would definitely return if this feature is added.

The only way to escape from Dwayne is from heli or boat that too it is very far from cities like LS and LV.

I would say that cap jail breaking skills at around 75-80% rather than sending criminals in Dwayne which is highly inconvenient.

It would be nice if you simply sentenced them there, which would make it impossible for them to offer you a bribe or forcibly remove you.
The island is there for something.
Furthermore, Donald Trump wants to reopen it.
