This should be a suggestion tbh rather than a bug and it as a suggestion myself the car should spawn on the same axis as the player

It is not a suggestion. Mike made the cars to spawn nearby the owner, not higher. And Mike tried to fix it but in some areas, this happens. So this is not a suggestion.
Might be fixed next update.
