The speeds that other servers do are not stable speed. At least this is what I've seen. And no, I don't join some other language servers.

They increase acceleration not the actual speed of cars. Handling.cfg can't be changed by server owners but they can make this acceleration system which is not stable at all and looks like cars having wings.

It doesn't. You will feel the speed is lower in some areas where Rockstar has implemented a speed limitation. You can search about this issue on YouTube.

Patchy, there is literally a custom speed limit to certain vehicles, for example bike and trucks, in normal gta you can gain a lot of speed with those vehicles, in mcnr is limited.

I'm sure that changing vehicle speed limit it's done by changing a few numbers in the mcnr code.
