A place safe for afk players
There is supposed to be no safe place for AFK players. The whole thing is designed so it's more advantageous to disconnect from the server (while following the rules against Q2A of course) than to stay AFK.
Many people can abuse it but one thing I want to add is people with bounty are unable to do this
