cops need to actually know the rules

We need to add a feature where cops have to go through training to be a cop. i am getting tired of cops shooting at me when I am a 5 star and below. Make sure they learn the rules like maybe test them on the rules and if they do not pass it they can not take the test for a certain amount of time. Just make something that make sure they understand the rules and if they pass and cause more chaos there can be stricter punishments. Only complaint about the game currently

I advise you to change your topic's title as it's not very clear. "cops" as title will get your suggestion denied in no time.
