They're special cars. Being able to spawn them everywhere is kind of messed up. You would find everyone driving an Infernus or fcr or bullet or supergta with cop lights for only $5,000 instead of buying an Infernus for $1.8 million,bullet $1.8 million and more. This would undermine the value and rarity of the special pursuit cars.
Yea I get that, it's almost like renting a car, and it's not unfair since if I use my own car as a pursuit car and get it destroyed I'm gonna have to spend almost the same amount to recover it. We can make it 10,000$ for each pursuit unit spawn for level 10 cops only

Usually in each PD spawn 2/3 pursuit vehicles, and are enough.
Making cops able to spawn them makes owning personal vehicles useless at this point.
