I suggest adding a jailbreak minigame where criminals can infiltrate the Police Department and hack a secure PD computer to instantly free all jailed prisoners.
How it works:
A criminal remains innocent normally, but once they start hacking the PD computer, a hacking minigame begins (similar to bank vault hacking, arrow or pattern-based).
When the hack starts:
The hacker gets a 10-second warning/grace period.
After 10 seconds, the hacker gains a wanted level and becomes a THREAT (not a non-threat)
This gives police a fair reaction window before full engagement.
The hack fails if:
- The hacker is killed
- The hacker cancels the minigame.
- The hacker disconnects from the server
- Time runs out before the minigame can be completed
If successful:
- All jailed prisoners are released instantly. Note: Released prisoners may gain wanted levels, similar to when they manually break out, where they gain 5 stars.
- A global alert announces the jailbreak

Both above ideas are cool except the disconnect part. Maybe no disconnect cuz it would be boring if you disconnect you gotta rejoin the game. Maybe kill and jail would be better.

That would give civilians/criminals a reason to raid & camp PD.Not to mention the occasions when players don’t want to get out of jail.

This can work but maybe 2 times max per in-game week.
The desk duty computers would be good for this & player should be able to hack the system by PRESSING E.
There should also be a lock, or anything that player has to access in an unauthorized way to get into the system of PD. This will make breakouts even more interesting!

Once the system is accessed, the player should gain access to all the prisons, and should be able to release all the prisoners from one cell at once.
