pay phone to lose stars

- What happened? not really a bug but it has to be fixed, wanted players can use payphone to lose stars near cops, it should be far from cops at least 1km or just the stars flashing I guess, also it shouldn't be used when u r a most wanted

no can for mw but not near the pd / cops

Yes it should me as clink said cuz more players will copy what I did
