Rustler should be accessible by cops at rank level 8

At the moment, any civilian can access the Rustler. However, cops can access the Rustler at level 10 which requires plenty of XP to reach this level.



Level 8 isn't that hard to reach and it's more reasonable. This isn't fair to the police officers who are struggling to catch someone in the air but don't have level 10 yet.

yea i never got why the rustler was at level 10, since it isnt even op and is basically the only option for airborne cops (aside from sparrow, but sparrow is good at level 10 imo)
