Make ignoring /gtfo or /disperse a nonthreat crime

There is no point or logic in making it a threat crime, in a real situation if someone refuses to leave they would be detained by force if necessary, they wouldn't be shot on sight lol. There is no reason to kill someone as a cop just because they won't disperse. Arresting them is enough imo

-1 as it's used to make those idiots campers not stay around PD, and majority of the time cop hunters would be roaming around and no admin would be around so it's a failsafe for the shitty community.

This is good feature for cop hunters that camp outside PD and then attack in groups. I think Mike needs to increase stars to 6 for such campers instead of 2.

Use that commands only for wanted peoples not civilians.
