- So, when you lose all the armor and you are a cop, the player can go to any PD and change the usual skin (SWAT) in this way not only does not spend anything (because you spend 100 to change the skin but since you are already SWAT so the 100 dollars will give them back to you) but it also gives you full armor for free
- Play like a cop with SWAT skin
- I think it happens to other players too

I suppose the same could be said for any cop loadout item including the weapons.
