I don't know whether I'm blind or not, but I couldn't find a last blip on the radar marked "red" as a trash to complete my mission.

It's likely that just the icon didn't show up due to the amount of other icons nearby (although it should have priority over those ones, I need to check that).
Did you try looking around the area to manually find them?

yep, didn't find anything.
Im gonna test this
I ran it on my test server with all 100 trash piles spawned at once and they were given priority over the regular blips.
All of the trash piles were able to be collected as well...

I've encountered this bug before, it doesn't show on minimap nor on the map with marker on top of it, but i managed to find the last piece on the street,it's hard to notice.
oh well, might be a rare bug then....
