As the timer shows, he's a threat since last 4 mins but he was already jailed for that. I don't really know which crime could be marked as threat.

I could see that he just took pd vehicle and "THREAT" has appeared upon him though, Tried to replicate the same way as how this guy got the crime, But the threat isn't showing on me.
