make tear gas usable

make tear gas ussable and work like a extinguisher in area (1 max ammo and the stun will work only for 3 secs max and damage will cancel the stun)

I do not think Tear Gas works in SAMP properly...

Tear gas in SAMP (since when I first started playing in 2012) is shit and it's useless, just like collision or explosions, very very tricky things to work on. -1
