Revert the old vehicle surfing system

As of right now, drivers who exceed over 2 km/h or above while the players are surfing on their car results into instant fall off

Make it so players can have the chance at countering drive-by players whilst surfing above the cars of a limit of 60 km/h or above (whichever the old system had)

Unrealistic -1. Try to surf any type of vehicle in any other game or server and tell me about it lmfao
