Add speedcams around the roads of san andreas. if it sees a civillian going 75kmph they will be given a 1 star wanted level for overspeeding. If it sees a person who is already wanted they will alert the police on where the criminal is going.
also disallow using gps on criminals that are not being detected by helicopters and other police officers to encourage searching around the cities and towns.
